Moe as Program Coordinator for the Canadian Energy Modelling Initiative: in 2019-2020, I co-developed and implemented a strategic communication and stakeholder consultation plan for the initiative. The core objective of the program was to manage partners and create a national community of energy modelers and connect their work directly with energy policy making. I also led a national stakeholder consultation to write a 5 year multi-million dollar proposal for a "Canadian Modelling Centre" to maintain the community and shape the development of expertise. Deliverables included a call for proposals and selection process of ten projects, three regional workshops across Canada (Ottawa, Victoria, Fredericton) and a national forum in Montreal.

Moe as the Government and Industry Liaison: In 2017-2018 and while still working on my PhD thesis, I initiated a collaboration between the University of Calgary’s Canadian Energy Systems Analysis Research institute(CESAR) and the National Energy Board (NEB) of Canada (now “Canada Energy Regulator”). The umbrella project called “Pathways”, modelled various political and technological options in terms of their contributions to meeting GHG emission reduction targets, and explored other economic and social benefits of various solutions. I led a national consultation component funded by NEB, working with CESAR’s technical leads and provincial governments and industry organizations. I analyzed and synthesized the results and created the first Compendium of Canadian Provincial Climate Change Mitigation Actions (laws, policies, action plans, strategies).

Thesis Title: Germany's Energy Transition "Energiewende": Turning Social Value Systems?

It reviews and criticizes the application of the economic lens to energy transition policy in Germany and Europe, demonstrating how it falls short of encompassing the realm of social values. Through a combination fo quantitative and qualitative textual analysis methods, the German term for energy transition has been located in over 600 documents, and its affiliated word constructs have been analyzed using a combination of quantitative and qualitative methods, in order to find the most frequent and significant value concepts associated with the idea of energy transition across various discourses. The result has been an account of how value meanings associated with the idea of energy transition in Germany has transformed over time across different discourses.
